We have configured a Post Call Voice survey which works as specified however the time between questions is five seconds which we feel is a bit too long. All the timeouts are set to 750ms and 2 seconds but still the time between questions is five seconds. Is there a way to decrease this duration?

I ran a test using the Voice Survey Flow but couldn't reproduce this behavior.
Are you using this functionality or an inbound flow for the survey?
I've attached an image showing the timing between Question 1 → customer response → Question 2 → customer response, using the platform's default configuration.

Question 1 – To Participant: 8:11:33 PM
From Participant: 8:11:45 PM (DTMF 1)

Question 2 – To Participant: 8:11:45 PM
From Participant: 8:11:56 PM (DTMF 5)

Would you happen to know which of the thresholds are the ones that determine this space between questions? I am using the Voice Survey flow for this and no matter what threshold I modify the space between questions is five seconds.

I didn't use any thresholds in my test.
All settings are the platform's default in a standard Voice Survey example (as shown in the image).

hmmm....Interesting. Looks the same. 

When you make a call to it and respond to the first question, how long does it take to ask you the next survey question?
