I was wondering if Genesys Cloud Conversation IDs will ever repeat and use the same value for different interactions. If so, would that be based on some timeframe or other variable?

Conversation ids are formatted as standard UUIDs (Universally Unique Identifiers). They contain 128 bits of data, enough to have about 3.4 × 10³⁸ different values. Here's a decent description of how likely a repeat is:

All that to say: not super likely.

Follow up question. If I'm pulling conversation records from multiple Genesys orgs around the world into one database, does that increase the likelihood of repeating a UUID to a level that's concerning?
