If you're using PureCloud in a web browser, check to make sure your browser isn't blocking popups for PureCloud. I just tested downloading a recording in Chrome, and I had to tell Chrome to allow popups from PureCloud. After that, the recording showed up at the bottom of my browser, although that could vary based on what browser you're using and how you have it set up.

My other idea is to make sure? that you have the right permissions to download recordings. The permissions are listed here: https://help.mypurecloud.com/articles/download-a-recording/
I'm going to mention the blocked popup thing to development, as I'm not sure it's supposed to do that.
