It's not currently possible to change the default activity in a work plan, but you can configure a work plan such that schedules generated using it won't have on queue activities by having activities cover the entire length of the shift in the work plan. This isn't currently possible, but for 2017 q4 on our roadmap, we have scheduled the release of a read only permission for schedules, that would allow someone to only view, but not modify or delete, schedules for a management unit.
