    Hi Neal,
    Can you please double check to see what database information is stored within your Configuration Server config file?  Specifically, open the confserv.cfg file and within the dbserver section, what is the value of your dbengine option?  If this is set to oracle, then it should not be attempting to connect to a MSSQL database.  Also, is this a new or previously existing installation?

    We may need to open a support Case for this, but please double check the dbengine setting to confirm it is set correctly.

    We resolved the issue by installing another confserv as primary and ran the license against it.
