I have checked arguments from guide and they are ok

If you are not using an equipment file, is the Test Sim Server able to login and authenticate with Configuration Server? Have you completed the configuration of the "port" option on the Switch's annex options? See "Configuration Options" section of "Chapter 2: Test Simulator 8.0" in the User's Guide here:
