Hi Neal,
I have seen this problem in cases where the user did not have administrator access permission to the workstation, or did not have read & write access to the folder where SCI is installed. Can you please check that out. Also, in order to use SCI 8.0.3, we do recommend that Microsoft IE 8.0 also be installed.
If these do not resolve the problem, then I recommend that you open a Case to have this worked in greater detail with the Genesys Customer Care team.
