We are currently running a test with preferences and put both the minimum and maximum fulfillment % at 100% with the emphasis being none and again using seniority. When we compared the schedules that were given with the preferences that the employees put in, they are not granted at 100%. Could this be a bug or is there something else we need to do to make sure the preferences are granted at 100%?

This is very strange behavior indeed.
I would present this case to Genesys Customer Care.

Thanks. We actually figured it out. We have a rule set up stating that there has to be 11 hours between the end of one shift and the beginning of another for legal reasons. Genesys was following that rule which is what was causing the issue. The system was working as designed. :)
