I would try to make an external call (I use webrtc phone) but I keep getting the error "A dial plan entry was not found for an outgoing call attempt."

I am unable to see Dial Plan options in the Telephony to configure.

I think you are talking about Genesys Cloud dial plan even the category is Geneys OnPremise - in your case, navigate to the Telephony -> Sites -> exact Site -> Number plans
