When making a outbound call the agent state changes from:
Contacting > Dialing > Connected.
However, when making a consult transfer of a call, the state is always 'Connected'. When initiating the consult call I would have expected it to change from 'Connected' to 'Dialing' to make it consistent and follow the same flow?

The consult transfer initiator stays in a connected state during the entire cycle of a consult transfer operation. It's similar to creating an ad-hoc conference. Existing participants stay connected while new parties are joining.
