Contact list export API is not stable, causing our process of downloading contact list to fail every few hours, anything can be done?

I believe the exports are temporal and that the requested export will expire after some amount of time (1-2 hours IIRC). The best practice here is to initiate an export when you need one and download the file from the provided URI. If you need further investigation of this process, please open a case with PureCloud Care and provide the context ID from the response.

I can understand the requested export expires, but this request is to get the export URL, which is not stable. I still need to open a case?

If the file expires, it wouldn't make sense to return a download URL to a resource that doesn't exist. In your screenshot you're using the GET resource, which will only return a download URL if one exists. If the behavior you're seeing doesn't line up with what I described above, yes, please open a case with PureCloud Care to investigate.
