Hi, in a conversation, there maybe several participants, this " Get Participant Data action" is which participant? it will check all of the participants in a conversation?

Yes, Get Participant Data will scan all participants in a conversation. For a new inbound call, the Customer and IVR should be the only participants. But if an agent transfers a call to a flow, then you could have the IVR, ACD, Agent, Customer, etc.
