When executing outgoing API (POST /api/v2/conversations/calls) Is it possible to request that a call be made by a user other than the issuing user? *I would like to keep the number of API issuing users fixed to the system (one), so that each user (operator) can actually issue calls.

No, each user must authenticate as themselves (not client credentials) and can only place calls originating from themselves.
