    According to https://help.mypurecloud.com/articles/about-recording-in-purecloud/

    PureCloud does not record interactions between two internal users

    Is there a way to always recording conversations among all parties?

    Is there a way to toggle this through the purcecloud API?

    You can enable recording of all calls per external trunk. But that shouldn't contradict the documentation you cited. You can make feature requests at https://purecloud.ideas.aha.io/ideas
