when creating a callback always is a preview, is it possible to have this using different dialing?

You could create a progressive campaign and add numbers to it instead.

it would require an integration to build contact list and create a campaign, rigth?

You could use the UI to create the contact list and campaign and then a data action in a script to allow the agent to add a number to the call list.
