when calling ‘/platform/api/v2/billing/invoices’ i am only getting results when signed into our base org. i am not getting results when logged in to our customers’ orgs.
here is one correlation id, i can reproduce as needed.

There aren't any errors that I can see in the logs. If you're sure there should be data available from the customer org, please open a case with PureCloud Care to investigate the missing data.

Support came back to me with
The Billing endpoints are for use only through the Partner Org, not the direct customer Org.
That's why they are not getting result even if the there's 200 OK
So...Is there an API that I am overlooking to get the invoices for a customer?

That isn't a publicly documented API resource and therefore should not be used by external applications. Genesys makes no assertion that unpublished resources will behave in any particular manner, including consistently or as you might expect. You can request that APIs be released publicly on the ideas lab: https://purecloud.ideas.aha.io/ideas.

Expose the Billing apis in an official manner.
Add the APIs under https://apps.mypurecloud.com/platform/api/v2/billing/ to the official SDK or provide documentation to the existing services..
Since Genesys has no current way to access billing rates, invoices, billing periods, etc through the SDK as per

At least give us partners official documentation on the existing billing rest services.
