Imagine a PureCloud org whose subscription is Communicate level (and not pCloud1/2/3 Contact Center level). Are all Platform API capabilities available on that org? A particular deal has Notifications API endpoint in mind specifically, but I wanted to ask as a broader question. Was not sure if this is a sensitive question, so let me start from this Genesys internal topic category. Thank you. @y-okano

The API itself doesn't require any features or licenses. However, the user must have appropriate permissions and licenses to use APIs for PureCloud features that require them. Notifications, as a concept, do not require anything special.
