I can see the wrapups that the agents sets but not system generated. for example ININ-OUTBOUND-FAILED-TO-REACH-AGENT. How can I access ids? The idea is to insert this return into the management rule

That value is the wrap up code. GUIDs are only used for user-defined wrap up codes.
