After reviewing all of the notification change topics, I don't see one which is sent when a users skill assignment is changed. From all of the numerous user change notifications out there, are any of them a way to indicate the skill has changed which we can query back on the user to see the latest skill assignments>

I'm not aware of any topics for a user's configuration. You can share your use case and request a new notification topic at https://purecloud.ideas.aha.io/ideas.
