You can use a local https/tftp server to serve up the normal config files. If you are looking at syncing the Directory to contacts on the phone, you need to export the directory, transform it to XML and then load as the directory.000 file on the local server. Now, if you are using cloud edges, you can load files in the phone config under Network:
Custom Configuration Files |
Allows specifying a location for a custom configuration file containing additional provisioning information for phones. The information in a custom configuration file is appended to the provisioning information already passed to the phone. The content and format of a custom configuration file is the administrator's responsibility. The Custom Configuration Files field just allows you to point to the file's location.

Note: Attributes defined in the custom configuration file cannot be used to override attributes previously defined by the standard configuration file.
