You have 2 variables, customer and Physician.
If a customer answers, nothing assures you that an Physician is available to take that call.
Your best option is a predictive campaign
: The Physician is an
GenesysCloud agent.
Make a callinglist and include a Queue with the Physician Agents (If it really doesn't matter who attends).
next, make a progressive / predictive campaign and dial to the Patients, send a message and transfer to the Physician (Agent).
for this case, I would recommend a predictive campaign.

If Party 2 is an agent then you could achieve something similar. The agent call could be routed to the agent and the agent could always be connected using a persistent connect (https://help.mypurecloud.com/articles/use-persistent-connection-feature-genesys-cloud-webrtc-phone/).
Can you help further clarify the use case. If you don't know if both parties will be available then you would not generally dial them both simultaneously.
