Hi Paul,
There are 2 different limits, one for how many request you can make within 1 minute and one for how many concurrent request you can have.
You can see your current exports with GET /api/v2/externalcontacts/contacts/exports and I guess this is where you have 20 at the moment.
Did some quick testing and I assume that the exports stay available for download for 15 days hence the limit.
You can ask Support to change the limit.
I've had them change other limits before by creating a ticket saying what I want it changed to and the reason I need it changed.

Hi All,
I've been testing IR, and promoting non-curated external contacts, but have run into a problem. I've been using the /api/v2/externalcontacts/contacts/exports API to create external contact exports, but I seem to have maxed out at 10. When I try to create a new export (the eleventh), I receive a 429 rate message asking me to wait for 3 seconds. However, waiting beyond the 3 seconds and trying again makes no difference, the 429 rate is still returned. If there is a limit of 10 external contact exports, how do I purge them?
