Hi Brennan,
One thing to check is whether the AudioHook Monitor integration has been installed in the org. The Audio Monitoring action in Architect only becomes available after this integration is installed and active.
You can install it from the Genesys AppFoundry here:

Once installed, it will appear under Admin → Integrations, where it needs to be configured and activated. After that, the Audio Monitoring action should appear in the Architect toolbox.
