Double check all of your settings both in Genesys Cloud and in Okta. And the SAML config.

I have an org in US-East using Okta, and it works fine in the browser (Chrome).

Try changing your login page to https://apps.REGION instead of https://login.region
Theoretically, the SSO should not have to change, but I found using apps. forces the SSO login better than the button on Login.
