You could create a table and check the table on inbound calls. You could even add a button to a script to add new numbers to the table. This could be easily setup and the collapsed task could be easily copied between flows.

Curious why there isn't a functionality to block inbound abusive, etc. calls (i.e. an ANI Blacklist). There was an idea on the idea boards that was recently changed to "not planned" with no explanation.
Maybe some additional votes will bring either the feature or an explanation.
