A data table would work, but it might be easier to just evaluate a schedule (under the Flow section) and use the result to either send the Email to the ACD or to reply to the ACD. Pretty simple flow at that point and all you have to do is change the schedule to enable or disable that department. A table will work the same with a data table lookup and then looking at the time of day compared with the table time for enable and disable. Or if you want really simple, just use the table for a flag like Enabled or Disabled and read that value in followed by a Decision.

Subject: Building a logic in flow
Hello Genesys Community,
I am developing a call flow, where the flow indicates a department if it is enabled or disabled. So, I have created a flow to enable or disable a particular department by calling up based on its status. Now, if I am enabling/disabling the department it should send a notification through email stating the particular department is enabled/disabled. I have created Email domain and a data table. Can anyone help with the logic to be setup in the flow?
