You may want to contact Support/Care team. Typically when Purecloud `Voice` product is enabled on an Org, it automatically creates all the necessary PCV location, sites, external trunks, phone trunks, and AWS Edges. Perhaps your Org does not have that product/license or something went wrong with the automation when it was enabled.
