call transfer to group during work in survivability mode

    hello everyone

    When call pass through the failure path of data action in the call flow,we have been considering transfer to group.
    for example, if edge have been work in remote suvivablity mode, transfer to group is effectively for it?
    Our customer would like to save the inbound call as much as possible in system outage.
