Hey Rechelle,
As far as I am aware, there is no fee to submit this information to the LIDBs. To my understanding, there are a handful of LIDBs that most, if not all carriers pull information from. It will take some time for the updated CID information to show up, but this should work for all major phone carriers.

You will want to gather the Caller ID info that you would like to be submitted to the LIDBs. If you reach out to Genesys Cloud Voice support with that info, they will be able to pass along that info so that it can be updated in the 3rd party databases
