I would like to know if it's possible to collect personal information from the Inbound Message/Messenger?

This is to ask for their Name and email address before the Digital Menu and use the information in the transaction.

Yes, easily.  Just us an Ask for Slot at the top of your bot with one for Name (any slot) and another any slot for Email address.   If you want to validate the email, here is a good REGEX that can be used instead of the any slot:  

/[a-z0-9!#$%&'*+/=?^_`{|}~-]+(?:\.[a-z0-9!#$%&'*+/=?^_`{|}~-]+)*@(?:[a-z0-9](?:[a-z0-9-]*[a-z0-9])?\.)+[a-z0-9](?:[a-z0-9-]*[a-z0-9])?/g

Be sure that your messenger configuration has Auto-start turned on.
