Hi Bharat,
You have a couple of options. You can copy an action or an entire task or menu as per the documentation you linked. So Copy, navigate in the same tab to the new flow and paste there.
OR make a common module that handles the generic approach, with inputs and variables to create the differences between flows. And then call that same common module in all flows. This is exactly the use case, similar functionality across multiple flows but with slight tweaks (handled through different inputs)

Or you could export both flows as yaml files, and copy the Yaml section over that you want to the other flow export and import the modified yaml file back in.

While this may be an obvious question with an obvious answer, I want to ask it anyway.
I am trying to copy a "Tool" from one flow to another. So say I am in STG and want to implement a similar but not exact flow in PRD, I need the ability to copy most of the flow over with a few tweaks here and there. Now, one may ask why can't you just do a save as and rename it and make the tweaks there. Well I already have a prod flow and need to update it rather than start from scratch. Just because of minor differences between STG and PRD. I am having to build the flow into two "divisions" manually. This is really time consuming just to account for those minor differences between the two tiers.
