When loading the overall page, it should still capture what APIs are run and the responses in the network and console logs. The APIs pulling the info are based on the permissions the user has assigned. If its populating nothing and the permissions are correct, then this will need customer care case to look at why the divisions aren't loading, but they will require the network and console logs to verify what is happening.

I cannot get the network or console logs as the division does not appear in the drop down at all.

I have tested this with my own profile which I have access to ALL divisions and cannot see the option in the drop down.

As per the note in Create a work team: The Create Work team permission is Division aware. You can create work teams only for divisions where you have the Create Work team permission. Team members must belong to the same division.
If you are sure the user has all the correct permissions, then I would capture Network and Console logs when they load the view and create a case with customer care, also providing the the affected userID.
