If a customer wants to test flows and other things before implementing in their main production organization, then they need to license a second production organization. Same goes for a partner building solutions for customers. Last I heard.

We can not develop our call flows and run our tests directly to the purecloud instance !
The customer need to ask for a testing environment before migrating to the production environment ?

We have several levels of environment, yes, but only the Production level is accessible to customers and partners.
We have one main environment where new code is first introduced, then works its way through a testing environment, then to production.
