I don't see anything in the Alert Rules that will help, unfortunately.
I do see that you can set up a Trigger based upon the topic v2.quality.evaluations
The schema for that one contains a value "agentCommentHasUpdated": true that you can key on to run a workflow and use functionality in the workflow to find the agent, agent's manager, and send some kind of message to that manager...
Not easy, but looks like it can be done
