external transfer(Transfer to Number action) in Inbound Callflow

    Dear Community,

    I considering that A ACD call transfer to external number by the Transfer to Number action in the Inbound call flow, then I assuming if the destination is busy, Edge server is recevieved  4xx response(e.g. 486 busy here) from Voice Gateway.
    In such a case, does Edge server lookup the failed path before connection timeout expire? 
    I'd like to implement the inbound call flow that if destination busy then A ACD call immidetly process the failed pass and work to ACD Transfer action.

    Please let me know, if you have any information like as restriction.
