I am in the process of digitizing customer satisfaction Surveys and looking at using Genesys to do so.

I am wondering if Genesys has any other options besides web surveys? For example we are needing a web link of course as well as an option for our customers to be texted (SMS) a link to take a survey.

Instead of waiting for agent to finish interaction then an SMS web link is sent - is there a way to just send a SMS web link to an uploaded call list?

You could use an SMS Outbound campaign for that.
