Could be something as simple as testing out scenarios and not wanting those to be potentially utilized for schedules. One other scenario is if you have a specific longterm forecasting team and a specific scheduling team. The longterm forecasting team may be evaluating large business impacting items and they do not want that to be used for scheduling until assumptions/changes are confirmed.

It is simply a way for an admin to either allow the forecast to be used for scheduling purposes or not. I.e., governs if that forecast is or is not selectable in the generate schedule interface
