Hello,
I cannot find a way to pull the complete profile from a user that includes the Sections like HR, is this available already?

Not all of the user's profile is exposed in the Platform API. Some things can be retrieved using the expand property on user resources, however. I've created CORE-6697 to expose the remaining profile sections.
