So you'd need a Role assignment on the group to grant the access, which would prevent you from using Inclusion Rules. You'd need to write code to leverage the API for the CSV-to-Group logic, in the current state of things.

Depends what you're using the groups for Daniel. You could use an inclusion rule to automatically make people that report to someone a member of a particular group - although you can't use roles for those groups.
The other option is to use a CSV but leverage the CLI/API to run through adding them to the group via PowerShell or something.
