First to answer a couple of your questions:
Yes, you need to have an Edge in order to be able to place any calls with PureCloud (even just intercom calls).
Yes, the Virtual Edge that you can download from the Resource Center will work fine, as long as you set it up properly. Realize that the Virtual Edge incurs a monthly subscription cost, so if you set one up you will be billed for its use in your organization.
If you have not already done so, I recommend you go through the Get Started articles for Administrators in the Resource Center. That walks you through getting everything set up and running in your organization. You will need to go through all three levels in order, Collaborate, Communicate, and Contact Center, to get fully set up for testing inbound campaigns.
