    Does anybody have any good ways of narrowing down when calls come in during a specific interval for a certain time zone

    Depends where you want to see that.

    But for performance view. We can set the Time Zone we are interested in here:

    Then select the performance view and interval you are interested as normal. And that should show you the view with the timezone you are interested in.

    This feature was released somewhat recently. 

    Or are you after something else?
