Hi @Holly Stauffer,
The "Is Interruptible" Activity Code setting is only used when scheduling external activities such as Coaching, Learning modules and Activity Plan sessions (external activities as they are scheduled/created outside of the scheduler service)
When Activities are added to a Work Plan or manually added to the schedule, the reschedule flow will optimise the Activities without overlapping them, based on other Work Plan constraints and Service Goal prediction.
There is already an idea created for something similar:
Overlapping Activities - Option to Move instead of automatically overriding
Please take a look and add your vote and comments to help us best understand the challenges you face.

Subject: interruptible activity codes
Hi,
Building a complex schedule, which includes various types of huddles and mandatory off-queue tasks, I made breaks and lunch periods interruptible. Although this is not ideal, I chose this approach to ensure that required activities could be incorporated into the schedule. My perspective was that, regardless of the method, a significant amount of manual effort would be necessary. It would be beneficial to have a feature that alerts you when a meal or break coincides with a mandated activity, allowing you to reschedule your break or lunch. Currently, the system either removes the break or overlaps it partially. Has anyone else experienced this issue, and how do you handle scheduling challenges in your workflow? Perhaps this idea has already been submitted, but I was not able to find anything. I am asking here before taking the next step of submitting the idea.
