I've worked with Genesys for quite some time and yes, they always announce it well in advance, often 3 to 6 months.
They also never IP address changes (of course, it can happen), they only add new ones while keeping the existing ones.

I know that working with an evolving set of IP addresses can be challenging but that API call will guarantee that you are able to have an accurate list of the IPs that we are using. I know that our dev team has done a great job of announcing any changes to the CIDR blocks long in advance so you shouldn't run into any situation like that.
