The Notifications API is to allow you to sign up to receive notifications, not to send them. (Things like updating a list of agent statuses in a custom UI, or for incoming chats etc.)
I don't believe there is an endpoint to set the indicator in the way you describe, but I recommend posting this over on the Developer Forums where there are many more experienced developers!
