Is it possible to access knowledge articles through a manual search without being in an active interaction? 

Hi Heather you'll need to create and host a knowledge portal app that can use the same KB.  At a minimum you just need somewhere to host a simple html page but you'll potentially want to have it behind some type of authentication.  You could then embed that into a custom client app within the Genesys Cloud UI.
