Think of Communicate users your business users and PureCloud 1,2,3 users as your contact center users, including agents and supervisors. Business users can make and receive calls (with extension or direct phone number/DID), send and receive faxes (with direct phone number/DID), receive Voicemail, and be members of ring groups. Your contact center users can do all of that and receive ACD interactions, view performance views, WFM, and more.
There used to be a pretty good comparison on the pricing page, but it looks like they may have taken it down. You can review the following though:
https://help.mypurecloud.com/articles/feature-list/If you currently have business users who are assigned as PureCloud 3 users, you just need to change their roles to change their license usage (assuming your not prepaying for all PureCloud3). Generally agents will have the PureCloud User role and supervisors with have the PureCloud Supervisor role. Removing these will likely be all that is needed, unless you have assigned other out-of-the-box or custom roles that include PureCloud 3 features.
You can view the license requirement of permissions at the user and role level and also view specific role license requirements as well:
