For Queue Membership, you need Routing Queue Member Manage, but for Queue Activation, you need: Routing > Queue > Join permission. That should give you the permissions desired.

I would like to allow Supervisors the ability to activate / deactivate an Agent in a Queue, but NOT allow Supervisors to change Queue membership in Admin > Queues, or anywhere else.
Is this possible?
I tried to configure permissions on a new Supervisor role, but the permissions list lacks sufficient detail explaining what each permission actually controls.
