I was checking out Limits page and I don't think that we have documented cap on the maximum number of agents for Genesys Cloud. Now with that said, there are some limits that you should be aware of such as a queue can handle a maximum of 5000, only 100 users can be added at a time, etc. Some of these limits can be adjusted by reaching out to Product Support to discuss your specific requirements.
