You can bootstrap by creating and importing data that can be used for forecasting (search for Historical Data Import section on the following page). That would be my first suggestion. https://help.mypurecloud.com/articles/about-workforce-management/
Second and third suggestion would be to either import a resultant forecast (you create something and import as the final forecast) or import source days (again from something you create). https://help.mypurecloud.com/articles/add-a-forecast/
Bootstrapping in either of the ways I mentioned is pretty commonly done by customers, PS, and partners.
Optimization needs load and importing data or manufacturing data is a means to bootstrap.

Schedule optimization would occur if there was load/staffing requirement. Without that shift/activity start times would not be optimized. We do not fall back to some even or normal distribution for those things. Even in a cold-start scenario you can bootstrap with a forecast import. Once there is a week's worth of actual queue aggregated data, you can start producing forecasts.

I created and configured a work plan - for test.

I created a generated schedule and then the distribution time status was the default, at the same time. The distribution shouldn't be the same.
I needed an automatic dislocation schedule between users.

I'm setting up a new client/org on Genesys Cloud CX - License G3.
I have approximately 900 agents to configure schedule in WFM. In all the examples I saw, it is possible to create a work plan with a base scale - this scale has time intervals such as meals and breaks. This way the algorithm distributes the agents between those intervals. But I only saw examples and demonstrations when we have Forecast. Is it possible to create a scale with work plans and breaks creating a schedule without forecast?
I didn't find this scenario in documentation, if anyone has any webinar, documentation or similar support, I would appreciate it.
