I've successfully paired orgs with another org and the users can access my org without an issue, however, I can't add more users without creating a whole new pairing link as the option to add new users once the orgs are paired seems to be missing. 

I know that I can use groups, however, I should (according to resource centre) be able to add additional users and specify roles. This option seems to be missing. I have confirmed the correct permissions but the option to add another user isn't available. 

Can anyone advise whether this is correct before I raise a ticket?

According to this article from the Resource Center, The maximum number of users that can access another organization is 25. That may be why you are experiencing adding additional authorized users to your organization.
